Royal Warrant: The Executive Hierarchy Act
Whereas: the governance of the Iris Isles requires a robust and effective executive leadership structure to ensure the stability and prosperity of our Kingdom;
Whereas: the Sovereign is committed to empowering a democratically elected Executive Council to operate without undue influence or interference from external bodies;
Now, Therefore:, I, James R. Kennedy, by the Grace of God and the sovereign will of the people, Sovereign of the Iris Isles, do hereby decree and enact the following provisions to establish the governance structure and authority of the Executive Council within our Kingdom:
1. Establishment of the Executive Council:
- The Executive Council shall be the principal governing body of the Iris Isles, entrusted with the executive responsibilities and powers necessary for the administration and governance of the region.
2. Leadership of the Executive Council:
- The First Councilor, elected by the citizens of the Iris Isles, shall serve as the head of the Executive Council. The First Councilor shall be responsible for overseeing the council’s operations and ensuring that the council’s decisions align with the Kingdom's laws and citizens' best interests.
3. Checks and Balances:
- The Executive Council shall act as a check on the First Councilor. If a situation arises where the First Councilor’s fitness for office is in question, the Executive Council, by a majority vote, shall have the authority to decide on the matter of their removal or continuation in office.
4. Sovereign’s Authority:
- The only members of the Royal Family with firm authority over the Executive Council are the Sovereign and the Prince/Princess Regent when the latter is activated in the absence or incapacity of the Sovereign. This ensures that the highest level of oversight and governance is maintained.
5. Protection and Independence:
- The Executive Council shall be under the protection of the office of the Sovereign during its tenure in governance. This protection is to ensure that the council can conduct its duties effectively, both within the Iris Isles and in external affairs, without fear of undue pressure or interference.
6. Governing Without Interference:
- The Executive Council shall govern autonomously, upholding the principles of integrity, transparency, and accountability. This autonomy is crucial for fostering a governance environment that is free from external pressures and influences.
7. Implementation:
- This Act mandates the smooth execution of its provisions by all relevant governmental bodies and officials. Detailed protocols and guidelines shall be established to facilitate the effective functioning of the Executive Council under this Act.
