Title: Sovereign Confirmation Act of 2024
Introduction:
An Act to establish a confirmation process for the incoming Sovereign and to define the authority of the Prince/Princess Regent in the event of the Sovereign's absence, inability to perform duties, or leave of absence.Objective:
• To establish a system for the confirmation of the next Sovereign.
• Establish the office of Prince/Princess Regent
Scope:
This act shall outline how the selection of the next Sovereign is conducted and outlines what a Prince/Princess Regent shall possess authority wise.Key Provisions:

The executive council shall debate and pass this legislation to help establish the framework.Confirmation Process of the Next Sovereign:
1. In the event that the current Sovereign departs the region (via by moving their nation), retires, or abdicates the office of Sovereign, the senior-most Royal in the Line of Succession shall assume the title of Prince/Princess Regent with the limited authority granted by that office.
2. Upon assumption of the title of Prince/Princess Regent, the First Councilor in conjunction with the Speaker of the House of Nobles, shall schedule a confirmation hearing within each chamber to determine the readiness and suitability of the Prince/Princess Regent for the appointment to the office of Sovereign.
3. The confirmation hearing shall evaluate the Prince/Princess Regent’s capacity to fulfill the role of Sovereign, including but not limited to understanding of state affairs, commitment to the welfare of the people of Iris, and adherence to constitutional obligations.
4. The Prince/Princess Regent must gain the confidence of both chambers to be confirmed for the appointment to the office of Sovereign.
5. Should the Prince/Princess Regent fail to secure confidence from both chambers, the next Royal in the Line of Succession shall be afforded a confirmation hearing. This process shall be repeated until a suitable candidate is confirmed.
6. In the event that no Royal in the Line of Succession gains the confidence of both chambers, the Executive Council shall convene to hold an election for the position of Sovereign.
7. The Prince/Princess Regent shall oversee the election process and agree to hand over the office of Sovereign upon the conclusion of the election and the confirmation of a new Sovereign.
Office of Prince/Princess Regent:
1. If the Sovereign is on leave of absence, is unavailable, or temporarily relinquishes the office, the senior-most Royal shall assume the office of Prince/Princess Regent for the duration of the absence without a confirmation hearing.2. The office of Prince/Princess Regent shall be officially established upon public announcement by the Sovereign detailing the time period for the temporary appointment.
3. The Prince/Princess Regent shall possess the authority of the office with the exception of the powers delineated in the regional charter, specifically Article II Sections Five and Eight, which pertain to the roles of Commander In Chief and other authorities reserved exclusively for the Sovereign.
4. The Prince/Princess Regent shall act in the best interest of the people of Iris, maintaining the functions of the state, and upholding the constitution during the Sovereign's absence, without overstepping the boundaries set forth in this Act.

This Act may be cited as the Sovereign Confirmation Act of 2024 and shall come into effect upon receiving the royal assentConclusion:
